Once you complete A Brahmin Herdsman's Job for Mr Westin, you can ask for more work and get this quest. He gives you an encrypted holotape to take to Thomas Moore in Vault City. This tape contains the after action report about an execavation of sorts, but it cannot be read and uploaded by your Pip-Boy like other Tapes. However, you can read its contents by using the Science skill on it. Deliver the tape to Thomas and then report back to Mr Westin on his ranch.
