Homesteaders are people who live on the wastes, mostly around the Redding area. They can be enslaved. Farmers travel with them and can be recruited to work at your base (limit 1 Farmer per base). Only a faction leader can recruit a Farmer from a Homesteader group. This requires 5k Caps and sufficient Charisma.
