Homesteaders are people who live on the wastes, mostly around the Redding area. They can be enslaved. Farmers travel with them and can be recruited to work at your base (limit 1 Farmer per base). Only a faction leader can recruit a Farmer from a Homesteader group. This requires 5k Caps and sufficient Charisma.

Recruiting

If the faction leader has Charisma 4 or more (can use Mentats and Beer if needed), and 5k Caps in Inventory, they can talk to a male Farmer in a Homesteader encounter, and offer him money to pay off his debt in exchange for reporting to the faction as a faction employee. If that deal is struck, exit the Homesteaders encounter and go find that Farmer, who will be at one of your faction bases, now stationed there as a worker. This feature only works on male Farmers who are found with Homesteaders. Via dialogue, they will gather your choice of one of the following basic resources for you, once every RT 15 minutes:

NOTE: A faction can have multiple Farmers working for them this way, but only 1 per base.

Dialogue Tip
Negotiating a Homesteader's employment so he'll work for you, does have some requirements. If you meet the requirements, including having the 5k Caps in your inventory, you'll get some dialogue options that are invitations for him to work for your faction. If things go well, he will reply with gladness but ask if you can help pay his debts. The proper dialogue is a one-time opportunity per encounter, so if you try it and fail, you have to exit and find another Homesteaders encounter to try again.

When recruiting a Farmer, you do not get an option to direct him to which base. If you have 10 bases, he will go to one of them, and you'll have to find him. If you have 10 bases and 10 Farmers already, you won't be able to recruit any more Farmers for now - add more bases to be able to recruit more Farmers.

NOTE: Once a Farmer starts working at your base, only the faction leader can get him to work. (needs verification - can an officer do this?)

Enslave

Homesteaders can be enslaved in the normal fashion.
