Phil is a ghoul merchant living within Broken Hills, as a bartender. He sells Beer by the bottle for 10 caps each. He also sells Nuka-Cola for 100 caps a bottle.

After the player character declines to buy either Beer or Nuka-Cola, they are able to ask Phil for some Rot Gut, however, the dialogue is broken.
