The Speech skill affects number of Party Points (3 Speech skill points = 1 Party Point).
How much time a team's Town Control lasts is directly affected by the Speech skill of the character in that team that initiated TC. With a default low Speech skill, it is around 15 minutes, but can be closer to 8 minutes with max Speech, which is 300.
