Boyce is former car dealer who respecialised and currently is producing firearms. For some caps he might teach Profession: Gunsmith (Small Guns).

Boyce is located in Junktown, in the large building on the eastern side, roughly halfway between the north and south entrances. Sassy Givins is in the same building, near the entrance.

He is also involved in the quest Optimizing the Power House.
