Captain Joe Kelly is the Captain of the Hub Police who watches the north of the city. He can be seen guarding the entrance of the Hub on the sidewalk and near the northwestern walls. He offers plenty of information about locations in the Wasteland as well as a small amount of information about the Hub. For new players, he can be helpful on knowing the location of other cities.
