Once you've completed the first few assignments, Paladin Windsted will direct you to speak with the bunker's Quartermaster, who awards you with a basic armor and weapon item, and directs you get further orders at their Lost Hills main headquarters.
NOTE: Although the Quartermaster tells you to get further order from their [[Lost Hills] location, you can instead turn around and talk again with Paladin Windsted again to get your next orders.
