Dismantler is a support perk.
With Dismantler, the amount of resources received from dismantling items gets doubled. Officially approved by the King of Scotland, this perk allows you to sleep soundly, knowing that no disassembled weapon went to waste.
The perk can be obtained during a conversation with a certain NPC named Boyce, who has been reported to reside somewhere in Junktown.
