Harold is a special mutant, appearing both in Fallout1, Fallout2 and Fallout3 cannon storyline. He was born before the Great War.
He is a special being, result of FEV and radiation exposure, so he is unlike regular ghouls, which have only mutated as a result of radiation exposure.
In Fallout1, he was in The Hub. And in Fallout2, he lives in Gecko. In Fonline, he is in Gecko.
As a merchant and town leader, Harold is involved in trading and Town control.
