Captain Joe Kelly is the Captain of the Hub Police who watches the north of the city. He can be seen guarding the entrance of the Hub on the sidewalk and near the northwestern walls. He offers plenty of information about locations in the Wasteland as well as a small amount of information about the Hub. For new players, he can be helpful on knowing the location of other cities.
He is the first person in the Hub that you have to talk to in order to progress Into the Great Wide Open.
He also offers a job on exterminating rats and pigrats in the quest Pest Control. This can be repeated as many times as the player likes.
