She stands just outside of the BoS bunker in The Den next to a guard. She will call you over if you look tough enough, and recruit you to do a tough mission. Sky Tower is not easy, even for a fully-drugged combat team. Fox will tell you it's a skyscraper, populated by hostiles, but she won't tell you how many enemies to expect. Clearing it out, she explains, is a way for the BoS to "test the natives", and you'll get a worthy award if you can do it.
