This item is needed to get at least one of the two large red valves working, during the Stranded Rust quest. Thankfully, you find this item during the quest itself, which is why it is rarely seen elsewhere.

NOTE: One of these is now found on the Stranded Rust quest, instead of Oil Cans which had been used prior to fix a big red valve.

Obtaining

• Can be found in a wall safe on board the oil tanker in the Stranded Rust quest. Search the hold, but beware of the creatures that lurk there.
