There are two places from where you may obtain a tattoo, New Reno and San Francisco. The price for getting a tattoo is 500 caps. Do not forget that the maximum length of phrase is limited to twelve characters.
NOTE: If your Character is smart, you could get tattoo for as cheap as 300 Caps.
