Doc Larrikin can be found inside the "Hospital" building in Junktown. He offers medical supplies, healing, and professional training in the Doctor profession - of course none of these for free.
Also, Snakeater is a support perk available from Doc Larrikin via the quest to Collect the Radscorpion Eggs.
