In Fallout 2, this item is found outside Mariposa Military Base on the sidewalk next to the mine cart, and is required to blow up the rubble blocking the entrance. In FOnline: Reloaded however, it is just a miscellaneous item with no apparent use, hunted perhaps by collectors.
