Find him in the Mariposa rescue mission in the Brotherhood of Steel quest-line. He is unconscious with broken legs when you find him.
NOTE: Even though you might correct his broken legs and he says he's ready to leave after you heal him, he remains face-down in the desert. Go ahead and leave - he will be fine - healing him does complete the mission, even though his description continues to say he is unconscious.
