Boyce is a former car dealer who now produces firearms. For some caps, he teaches Profession: Gunsmith (Small Guns).
Boyce is located in Junktown, in the large building on the eastern side, roughly halfway between the north and south entrances where the workbench is. Sassy Givins is in the same building, near the entrance.
He is also involved in the quest Optimizing the Power House.
