How to Obtain
It can be found in certain car wrecks, found only in city ruins. Statistically you need to search around 10 car wrecks to find one Fuel Cell Controller, and this is not dependent on character's Luck.
NOTE: There is an imposter wreck that looks similar. Both are hoodless convertables, but it's the one with an engine that sometimes has an FCC.

It's needed to buy any vehicle in the Junkyard near San Francisco.
