How to Obtain
It can be found in certain car wrecks, found only in city ruins. Statistically, you need to search around 10 car wrecks to find one Fuel Cell Controller, and this is not dependent on a Character's Luck.
NOTE: There is an imposter wreck that looks similar. Both are hood-less convertibles, but it's the one with an engine that sometimes has an FCC.

It's needed to buy any vehicle in the Junkyard near San Francisco.
