In Junktown, there's a man buying large quantities of helmets. I don't know what he wants with them, but he's offering to pay me in caps. He needs 8x Leather Caps, 8x Leather Helmets, 8x Metal Masks, or 8x Combat Helmets.

Between Frier's house and Boyce's shop, there is a small, guarded tent owned by a man simply known as Hatter. He has set up a hat shop in Junkyard and supplies everyone helmets. He is interested in buying headgear for reasons he won't disclose to you. If you bring him eight Leather Helmets, Metal Masks, or Combat Helmets, then you will recieve a sum of Caps and experience depending on what you sold. Despite what the description in your Pip-Boy says, you cannot sell him Leather Caps. They're an item that does not exist in the game yet.
