Raynes runs the Khans' Southern Outpost. He'll send you to find Cooper and complete a certain task that should be right up your alley if you're real Khan material. Cooper's farm is not far from the Outpost.
Report back to Raynes once you're done at Cooper's farm, and you'll be a Khan. Notice your reputations all over the wasteland will be highly affected by this. Raynes sends you to the Raider's main hideout, a cave just north of Broken Hills.
