One of the infamous Gun Runners. His duty is assigning delivery orders of valuable items to random people who happen to stroll through his office.

He has work for you, if you are so inclined, and completing the tasks properly will earn you some reputation with Gun Runners. With enough rep, you can talk with Marshal to get access to their Advanced Workbench.

Boneyard Guard

He can give you a free and permanent boost to a fighting skill of your choice. Read the dialogue options to match which one is for which skill: Small Guns, Big Guns, Energy Weapons, or Close Combat. This free bonus is only available while these skills are still minimal, so talk with Marshal early, before you're raised any combat skills.

Marshal is picky - he doesn't talk with people who have minimal gun skills, except to offer his Boneyard Guard training. If you choose Close Combat though, he won't dialogue with you after that until you've raised one of your gun skills.
