You dialogue directly with him while performing some medical exams of his family in the Hippocratic Oath quest. Trinkered can barely stand still long enough for you to examine him, so dialogue gets interrupted often (but click faster to get the XP).
NOTE: The quest status in your Pip-Boy will direct you to examine his siblings too, but it appears this quest stops there (broken? more requirements needed? not sure.)
