With a maintenance robot next to her named Toto, the pair are clearly a reference to The Wizard of Oz. She might ask you to bring some items to her: 8 Motion Sensors, or 8 Geiger Counters.
Another woman might send you to deliver a letter to Dorothy, but Dorothy will only accept it after you've talked with her about getting the high-tech parts (above).
