Best of a Bad Lot is a support perk.
With Best of a Bad Lot, when repairing, any item of condition worse than 15% is treated as if its condition were equal to 15%. It is a true must-have perk for any mechanic.
The perk was obtainable during a conversation with a certain NPC named Boyce who has been reported to reside somewhere in Junktown.
