The ghoul is the quest holder of Deliver Message for Elmer. He can be found at the northwestern park of Watershed standing by two other Ghouls around a table and as other Ghouls do, refers to you as 'smoothskin'.
Upon speaking with Elmer it is evident he is wary of you, but due to the recent Super Mutant attacks becoming stronger, has to trust you with the Urgent:Skeeter Tape. Following his request will take you to the town of Gecko where you will need to find the old ghoul Skeeter. After the exchange, in which you will receive the Message to Elmer Tape, return to Elmer with the final holodisk that you given to by Skeeter where upon you will receive 3000 XP, a Geiger Counter, and 250 positive reputation with the Ghouls of Necropolis.
