Elmer is a ghoul living in Necropolis. He is the quest giver for the Deliver Message for Elmer quest. He can be found at the northwestern part of Watershed standing by two other Ghouls around a table.

Upon speaking with Elmer it is evident he is wary of you, but due to the recent Super Mutant attacks becoming stronger, has to trust you with Skeeter's urgent Tape. Following his request, he will ask you to go to the town of Gecko, in which you will need to find the old ghoul Skeeter. Skeeter will then give you a Tape with his message back to Elmer. After receiving the final Tape, return to Elmer with it. The quest will then end, and you shall receive 3000 XP, a Geiger Counter, and 250 positive reputation with the Ghouls of Necropolis.

After completion, conversation with Elmer is no longer available.
