Speak with the Mean Thug Leader in Hub's Heights, and get in a fight. Tell them you want to join their gang, and they'll ask for a 200-cap initiation fee. Their problem is, they don't have enough members, so they send you to recruit four street punks. You need to be ready with black leather jackets to hand out to new members, or they won't join.

The four people are apparently all "Street Punks".

NOTE: Not all of the Street Punks have the same appearance.

Spoiler Hints
Expect to find each of the four people in a different area in Hub. One might be in a church, and one might be in an abandoned building. One might might be in the Market district, and one might be in Old Town, while another is in the Heights.
