The flower is a miscellaneous gift item. It was sometimes a "starting item" back when Characters didn't always start with a totally empty Inventory, and has the chance to be found in random Caves. Some NPCs sell it, like Sally, and you might also find these in bookshelves and desks or lockers in Towns.
