You get this quest by first completing the A Tent in the Wasteland quest. Once the family leaves their camp site, you encounter an old friend from your vault.

Start by going to Vault City's Information Center, and use the computer terminal in the back area. The Information Center is to the left of the "Servant Allocation Center", in past the gate. You'll need a Day Pass to get in if you're not a member here, or become a member.
