Hank is glowing ghoul worker in the power plant in Gecko, with a vast knowledge of reactor and nuclear energy. Hank knows a lot about energy class weapons and for Caps he will teach you the Energy Expert profession.
Hank is located inside the reactor building, near the core control room, and will strongly advise you not to access the core area. "You'd fry to a crisp, smoothy."
Hank also refers to a computer terminal nearby that allows remote control use of the crane machinery inside the core.
