The waters of the Rising Sun are no more, and so the cycle begins anew. The Sun Kills the Moon, and in time, the Moon Kills the Sun.
Find a woman gone mad up near New Reno. She was once a hero, but was traumatized by rape and now hunts and kills people. Her friend Uria has been unable to convince her to stop, and was almost killed by her last time she tried.
