This item is not entirely common but can be found in certain quests, sometimes in caves, and in desks and bookshelves in some towns. Rummage and scavenge enough and you'll find some. You can sell them directly to Merchants for Caps only, or sell to the Jeweler in Redding and 400 Caps + some XP per necklace. The Jeweler in Redding is in a small building just under the "Molerat Mamba" animal fighting arena in the mining district.
