Can be gathered from slightly mutated Tobacco Plants. From tobacco, you can craft Cigarettes by using the Cigarettes Crafting Machine in the Tobacco Farm.
You can gather Tobacco in: Klamath and Modoc but the most efficient way is to go gather them in Tobacco Farm.
