Some Vehicles are sold in New Reno by T-Ray, and do not require a Fuel Cell Controller, but out west Todd is the vehicle salesman, working at Junkyard just north of the ruins of San Francisco. He offers a variety of alternate vehicles, upon being asked for 'something special'.
