Rondo is a member of the NCR as an armorer, thus, he can train people on how to make various armor.
He can be found in Shady Sands near the crafting bench. He is outside the unusual garage door in the fenced off area wearing Brown Ranger Armour.
You can buy from him Super Tool Kit for 2,000 Caps.
