The traveling merchant is located at Hub's Market, near the water well. He's a trapper from Klamath who can teach you how to skin geckos for 500 Caps.
For 300 Caps he will tell you the location of The Lonely Hunting Camp where you can find some geckos to hunt.
He also gives Gecko Skinning (Job).
