Evelyn is a wasteland farmer, living in a tent because rats infested their farmhouse. Talk with her to get the quest, A Tent in the Wasteland. She and her husband Hasso, and their kids Sally, and Eric, were forced out of their farm when it became overrun with giant rats.
Find their tent at Level 2 or more, probably under Hub (but it can be near Shady Sands or Vault City). She is busy preparing a wasteland stew, but player Characters can offer to help the family reclaim their farm home. Report back to her when done (you should see a completion message when all the rats are dead). Her and her family will leave the Folded Tent behind for you to keep, along with some shotgun ammo and a Rope as a reward for defeating the rats.
NOTE: Avoid talking with Hasso outside, unless you want to try the Wacky Wasteland quest, but it is said you only get one quest or the other: either A Tent in the Wasteland or Wacky Wasteland. (Needs confirmation)
