The Hydroelectric Magnetosphere Regulator is an item needed for one of the three ways to become a Vault City citizen. It is located in the Gecko reactor, inside the "Supply Room" and can be bought there for 3000 Caps, or given to you if you have high Speech skill, or they may be another way if you're a girl.
It's supposed to be possible to get one from Kelvin; buy it, threaten him, or get one for free, if you pass some checks: ST, IN, CH.
NOTE: It may no longer be possible get this item, even with CH 10 and IN 10 and max Speech 300. Changes were made between seasons, and now, for example, Science and Repair skills are capped at 125, while they once were 150 each. If one way to get this item is to have Science or Repair 150 but the new maximums are 125 each, then these requirements are unobtainable.
