The Speech skill affects number of Party Points (3 Speech skill points = 1 Party Point).
Town Control works differently now, so the speech does no longer influence the amount of time needed for the town to be taken, as the control is an immediate. High speech helps when there's an automatic 'team strength' check during the take-over. So having a speech of 100% and higher may actually help you to take the town smoothly without needing to fight militia.
