You might see this quest in your Pip-Boy without talking to anyone to get it, sometime after completing the criminal cases in Shady Sands. You're directed to seek professional help because you're experiencing post-traumatic stress, and the guilt is threatening to overtake your own sense for youself.
Talk first with the doctor in Shady Sands, then to the Sheriff in Hub. Hayden sends you to apprehend some assailants who have barricaded themselves just outside town...

| A the domestic disturbance, deal with the guy inside the house first. If you do this in the wrong order, wait a while for the scum bags to reset, and you can try again. Later, at Carver's Pass, find the location to the northwest, not the northeast as indicated. |
