Background
Sawed-off shotguns have historically played a strong role in urban crime. Their short length makes it possible to conceal underneath a trenchcoat, and the devastating power of the 12 gauge shotgun shell will render anyone dead with one shell to virtually anywhere on their body -- the shock and blood loss will usually kill them if the trauma doesn't. This made it ideal for uneducated, untrained and impoverished mobsters that had no firearms knowledge or training. Another advantage is that break-action shotguns are legendarily robust, to the point that they're virtually indestructible if the proper ammunition is always used -- this again suits mobsters that had no knowledge of firearms maintenance. Long before the war, sawed-off shotguns were considered illegally manufactured pistols, and would result in jail time if found in possession.
