The best strategy seems to be sniping them through the numerous windows, while side-stepping before the end of turn. The only non-locked door is the one to the lower left corner of the building, so it is the only one through which they can exit.

Looks like there's an Abandoned Hotel far to the east of Vault 15. The ruins of a once prosperous city named "Ridgecrest" have now become home to random gang bangers, and a variety of criminals alike. Now that I have its location, I can harass them as much as I want.

Get the location by talking with Followers of the Apocalypse or Merchant Party in random encounter.
