One of many organized Group Encounters.
Homesteaders are people who live on the wastes, mostly around the Redding area. They can be enslaved, or recruited. Only a faction leader can recruit a Farmer from a Homesteader group. This requires 5,000 caps and sufficient Charisma.
Recruiting
If the faction leader has Charisma 4 or more, and 5k caps in inventory, they can talk to a male Farmer in a Homesteader encounter, and offer him money to pay off his debt in exchange for reporting to the faction as a faction employee. If that deal is struck, exit the Homesteaders encounter and go find that Farmer, who will be at one of your faction bases, now stationed there as a worker.
