He can teach you how to craft Small Guns, and he is involved in the quest Deliver Message for Elmer in which the player is tasked with delivering messages via holotapes that begins in Necropolis. He works at the Workbench, close to where Gordon lives, and is assisted by Lumpy.
You can pay Skeeter 10k Caps to enhance one of your Energy Weapons, with the following possible results:
