You have improved your ability to see and recognize distant locations and events, increasing the size of explorations on the World Map by one square in each direction. Additionally, you get information about possible encounters in area.
This is a very helpful perk, that allows you to see possible encounters in every zone you've uncovered on the World Map. Want to know good places to hunt certain things? This is the perk for you!
Scout is a support perk, but there is also a Scout Car which is one of the Vehicles.
