When recruiting a Farmer, you do not get an option to direct him to which base. If you have 10 bases, he will go to one of them, and you'll have to find him. If you have 10 bases and 10 Farmers already, you won't be able to recruit any more Farmers for now - add more bases to be able to recruit more Farmers.
