If you want to be able to shoot every gun there is, then this is your Universal Soldier. At only level 35, he lacks some important things like high OD, FA and Doctor skill, but you can always get more levels for those. Meanwhile you'll be able to pick up any gun you find and use it with some success. At level 35, he should stick to Small Guns, because BG and EW will only be 126 each, which is too low. But since they are tagged, it won't be long before you can use any gun!

His drug plan is important; he needs to use Buffout, Nuka-Cola, Psycho and Cigarettes at all times. Beer is optional, depending on how far you need to see, but will of course boost his damage resistance. Shown here to the right are two values for Perception. The one in parenthesis is PE if you use Beer. Avoid beer to avoid the 2 point PE penalty.

His First Aid and Doctor skills are bad. His Outdoorsman is abysmal. He won't have the Speaker perk for a long time, if ever. He's not much of a crafter. He cannot open lockers, and will likely set off every trap he stumbles upon. All of these things can be corrected with more levels though. How high are you willing to climb? You have a universal soldier here, which comes at a cost, but you may find these things negligible compared with the distinct advantage of being able to shoot any gun out there.

Description

If you want to be able to shoot every gun there is, then this is your Universal Soldier. At only level 35, he lacks some important things like high OD, FA and Doctor skill, but you can always get more Levels for those. Meanwhile you'll be able to pick up any gun you find and use it with some success. At level 35, he should stick to Small Guns, because Big Guns and Energy Weapons will only be 126 each, which is too low. But since they are tagged, it won't be long before you can use any gun!

 • At level 35: BG/EW both 126
 • At level 40: BG/EW both 136
 • At level 45: BG/EW both 148
 • At level 50: BG/EW both 158
 • At level 55: BG/EW both 166, and they keep climbing up from there.

His drug plan is important; he needs to use Buffout, Nuka-Cola, Psycho and Cigarettes at all times. His ST is low, so he needs the ST boosts from Weapon Handling, from Buffout and from Psycho in order to avoid loss to Hit Chance. Beer is optional, depending on how far you need to see, but will of course boost his Damage Resistance. Shown here to the right are two values for Perception. The one in parenthesis is PE if you use Beer. Avoid beer to avoid the 2 point PE penalty.

Also shown here to the right, are two values for Strength. The one in parenthesis represents functional ST when using a weapon, gained from Weapon Handling. So if you choose some other perk instead of Weapon Handling, your ST will be 4, and not 6.

The Good Natured Trait is optional, but allows him to have up to 3 NPC companion Followers, which is a way to multiply your firepower if you give them some good gear, especially if you level them up.

His First Aid and Doctor skills are still low at level 35, and his Outdoorsman is abysmal. He won't have the Speaker perk for many Levels. He's not much of a Crafter. He cannot open Footlockers, and will likely set off every trap he stumbles upon. However, all of these things can be corrected with more Levels. How high are you willing to climb? You have a universal soldier here, which has some cost, but you may find these things negligible compared to the distinct advantage of being able to shoot any gun out there.

NOTE: No implants were planned for this build, but if you get some implants, you can Reroll this fighter to take advantage of them.

NOTE: All builds benefit greatly from getting the combat Implants so this build does not reflect any stats from them. In addition to the ones indicated in this build, it's up to you to decide if you want to add theses:

 • Nemean
 • Dermal
 • Phoenix

Leveling

No tricks in leveling, other than focusing mainly on getting Small Guns skill to 180 first, to get Bonus Rate of Attack by level 18, and SG 200 for More Ranged Damage by 24.
