Once you complete A Brahmin Herdsman's Job for Mr Westin, you can ask for more work and get this quest. He gives you an encrypted holotape to take to Thomas Moore in Vault City. The tape is an auto-transcription of a live audio log, a report about an excavation of sorts. You can read it, by using your Science skill on it, but it cannot be uploaded into your Pip-Boy like other Tapes. Deliver the tape to Thomas Moore and then report back to Mr Westin on his ranch.

Everything is normal, just like yesterday and the day before that. I don't know why the brass has us guarding these wretched miners. They are so scrawny and weak, they can barely lift a pickaxe.
